A preliminary report is a report prepared prior to issuing a policy of title insurance that shows the ownership of a specific parcel of land, together with the liens and encumbrances thereon which will not be covered under a subsequent title insurance policy.
In the above example, 6.75% has a "par" price, which means it has a zero cost.
The lower in rate you go, the higher the cost, or points.
A point is equal to one percent of the loan amount.
The parentheses in the cost column for the higher interest rates indicate a negative number.
For example, (1.500) equals -1.500, which means instead of having a cost associated with the loan, the lender is willing to pay out money for those interest rates.
